Open OE.
Open the Address Book from within OE.
In the Address Book click Tools | Options.
Uncheck the option to share Outlook's contacts.

Do you have more than 999 addresses in your Address Book? If you do, the
Contacts Pane will appear empty.

There has been cases where it went over 100, or 150 the same thing happened.
Do you have addresses that can be removed from the AB? Don't use
Automatically put people I reply to in my Address Book if you don't need
that option.

I have seen cases where a few addresses were removes and the Contacts Pane
was revived. So, if you have addresses that you don need in your AB,
definitely remove them. You may have to close and re-open OE, or even
reboot, but do it if you can.
