Have you checked the sound preview in Control Panel | Sounds and Audio
Devices | Sounds, to make sure one is selected for New Mail Notification and
is working there? OE must also be open to hear the sound.

Yes all this has been checked and verified and OE is open but still no sound.

You may have a damaged identity. File | Identity | Add New Identity. Create
a new one and test it. If all is well, you can import your messages from the
old identity and delete it.
