can someone explain to me how to get my news groups onto my outlook express desk top. Everytime i click on to the outlooke express icon none of my information is on there.

Check with whomever is providing the NNTP (network news transfer protocol)
server to which you connect. They may have web help pages explaining how to
configure OE or you may have to call them.

When you have opened a newsgroup click View | Current View and make sure
that Show All Messages is checked.
