Default Outlook Express could not be started because MSOE.DLL could not be

Running windows 98SE, I upgraded OE 5 to OE 6. All OK. Then when I downloaded
KB837009 Accumulative security update for Outlook Express 6 Service Pack 1,
OE would no longer open. Error message: Outlook Express could not be started
because MSOE.DLL could not be loaded. If I uninstall OE 6, OE 5 works
perfectly. The same behaviour occurs systematically every time I download OE
6 followed by the security update. I am tempted just to use OE 5. Any
disadvantages? (security issues?) Alternatively, how could I resolve the
error with the OE 6 security update?

Did you disable your anti virus' auto scan before installing the update?
If not, try doing it with it disabled.

Stay with OE6.

General OE Caveats:

- Don't use Inbox or Sent Items to archive messages. Move them to local
folders created for this purpose.

- Empty Deleted Items folder daily.

- Disable Background Compacting [N/A in SP2] and frequently perform a manual
compact of all OE folders while "working offline". More at
http://www.insideoe.com/files/maintain.htm.

- Do not attempt to close OE via Task Manager or shutdown your machine if
Automatic Compacting is taking place (WinXP SP2 only).

- Your anti-virus application's email scanning feature can also cause
corruption. Disable it. It provides no additional protection.

I tried everything on the link you suggested but unfortunately nothing solved
the problem. Any other ideas? Thanks.

Errors in DIRECTDB.DLL or MSOE.DLL generally indicate corruption in the
message store.
Start by moving Folders.dbx to an empty Windows folder (with OE closed).
Note: the DBX files are hidden in Win2K, WinXP and Win2K3. You will lose
your folder hierarchy and the lists of newsgroups on the news servers, but
it might get you into OE.

If that doesn't do it then move all of the DBX files to the same folder as
Folders.dbx (again with OE closed). You should now get into OE. Try
importing the messages from
the folder you moved the DBX files to. If you can't, you can use this tool
to extract the messages:

DBXtract ($5):
http://www.oehelp.com/DBXtract/

Note: It can take a long time (days with really large folders).

The messages can then be dragged from the Windows folder back into a folder
in an open instance of OE.

If moving All of the DBX files to a different Windows folder didn't get OE
to open, then it's time to reinstall OE:

I uninstalled OE and trashed all OE folders, then reinstalled OE6. Again it
worked until I then downloaded the cumulative security update. The, just as
before, it would not open.
Problem is now I no longer have OE5 to fall back on. It is definitely very
underwhelming when a company produces an update which stops its own programme
from working, isn't it?
I have now uninstalled and reinstalled OE6 yet again. This time I am not
going to download the security update, but please could you tell me how I can
stop windows update continually informing me of the "new critical update"?
("Critical" is right!)
Thank you one more time.
P.S. I am running Windows 98 SE.

Long story but this should fix it:

OE Help > About > Files: If MSOE.DLL is v6.00.2800.1106, /manually/ install
837009 via
http://www.microsoft.com/downloads/d...displaylang=en.

Save the download to your desktop for convenience > Close OE > Disable your
anti-virus application > Double-click on the downloaded file to install it.

After installing 837009, OE will be fully patched as far as Windows Update
is concerned.
