I have noticed that some users have a "From" box in the header area of their
"new messages". How is that feature turned off or on?

If you have more than one identity sharing the same instance of OE, there
will be a From field with a drop-down arrow to choose which identity you
want to use for that message.

Or if you have more than one account set up, the from box will allow you to
choose which account to use as 'from', doesnt appear if there is only one,
since there is only one choice
