Default Reply to thread strangeness

When using Outlook Express' Newsreader, I am able to post new threads (like
this) without trouble. However, if I reply to a thread, when I hit "Send" I
get a dialogue window with no title and three blank buttons. There are no
tool-tips working on this window and no response given to my clicking on any
of the blank buttons.

Can anyone offer any ideas as the cause of this?

Thanks.
