Can you please tell me where to find the sequence you describe below?
Performance is not available in the Browser window and there is no Tools menu
in the Windows Media Player.

Sure, if the toolbar at the top is not showing you need to do the following:
Click on the little arrow facing down (beside the minimize, maximize, and
close button in the top right corner) and then TOOLS > OPTIONS > PERFORMANCE
