I had the same problem and this fixed it for me (WMP 9, Windows 98SE):

I assume this is going to work (Martin wouldn't lie, would he?). Micro$oft
wanted to charge me $35 to "look into" the problem *with their software*. I sincerely doubt they're going to be able to get away with this business model for much longer - charging people to fix problems with their own products. With Google and others being so much more customer focused, Microsoft's monopoly on all PCs is quickly coming to and end. Thank you, Martin, for giving us for free what Microsoft would charge us to simply investigate - with no promise of a solution! It appears I spoke too soon. After installing the software that Martin
pointed to (and rebooting) I again tried to restore my licenses. Now I get "Windows Media Player encountered an unknown error". Sigh. I will start a new posting to explain exactly the scenario with hopes that someone will offer a solution.
