Default (directdraw?) banding problem when viewing high resolution videos.

I get vertical lines on my video when I view high resolution (720p,1080i)
videos. if I resize the video screen, the lines appear not to be static, I'm
able to resize the video (to ~60%) to where the lines do not show. any ideas
what this could be? I'm using an old video card, which is probably part of
the problem.

I appreciate your help.
