Does it only happen for online videos? That's a low bitrate WMV file.... do
local WMV files work correctly?

Yes any local file works, wmv, avi, divx encoded, anything but not
videostreams from internet. I think it used to work before, I uninstalled
wmp10, reinstalled it, still doesn't help. I can't even kill the process, I
also tried to kill it with process explorer (another program) but that
doesn't work, I just have to reboot by resetting the pc or IEXPLORE.EXE when
viewed in internet explorer or WINDOWS MEDIA PLAYER keep hanging at 99%-100%
CPU USAGE, and even interrups of the mouse seem to be to much to click on
anything, it just gets unworkable and I have to reboot, I even tried with
another profile and I still have it.

So then this should be a conflict between your video card driver and your
networking...
Does setting a manual speed under WMP's Tools:Options:Performance help?
Otherwise,
http://zachd.com/pss/pss.html#vdriver
should...
