I certainly would not link to a virus. : ) The link is good, the exe won't do anything, its just the nature of Palm's urls when the Knowledge Library goes down. Chances are you can find a thrid party codec for that (and it will not be in software update) but I doubt you'll have it native in QT any time soon.
