Default Error 0x80246008 performing new install

I recently formatted my HD and reinstalled windows everything went ok but
when I tried to run windows update I got the above error message. I have an
older version of XP that doesn't have sp1 or 2 integrated in it. I have
browsed around and tried to start the BITS transfer service using
services.msc in the start>run says it's disabled and won't enable saying to
refer to service specific code
2147024846. I have tried a lot of the fixes for other people on these forms
but none have worked I also can't start regsvr32 qmgr.dll this was
something to start as part of a fix I read on another post. says the
DLLregisterserver entry point cannot be found. Any help is appreciated

or
"Manual". Then please click the button "Start" under "Service Status" to

service.
