helped me resolve this problem:

Can you check the following keys under the following registry location:
HKLM\System\CurrentControlSet\Control\Nls\CodePage

Check the CodePage for 932, 936, 949, 950 - if the string value is
empty/missing, please populate it with:

c_936.nls (like the rest of the values in this section of the registry)
and the other values, respectively, c_949.nls, c_950.nls, etc. etc.

If this resolves the issue, can you please POST HERE and let everyone know ?

Additional caveats:

Make sure you have those modules installed before trying to specify them. <w>

and (note for lurkers of non-NTx OS in particular) check the prefix being specified.
