Default Change userdata persistance in IE before update

I tried to update, it check for the latest update software and then I got a
screen with buttons labeled "Express" or "Custom"

I press either one and get a screen instructing me to enable userdata
persistance.

I have done this several times but it never allow me to update. It always
prompts me to change userdata.

Anyone know what I need to do to fix this?

When tying to save Advanced settings on the Update site, you see the Need to enable
Userdata for this feature error
