Default Windows Security Updates

Do security updates have to be installed in a specific order. For example, I
have a server that requires an older security update but it's already patched
to the latest Microsoft update releases. If I install this update will I
potentially create a problem?

I don't think you will have a problem. If there is an update that
addresses the same problem and you try to install an older version it
will not install. If it does install, then it means that you never had
an update for that problem, so either way you're good.
