I was looking for solutions to this problem and stubmbled across a user
who had suggested that the Winlogin/Notify Keys in the REGISTRY may be
to blame (Winlogin keys are familiar targets for spyware). As it turns
out the Winlogin/notify area in this particular computer had been
comprimised which causes a lot of problems PARTICUALRLY with SENS which
is critical for Windows Update. So i copied the key from a working
machine and it worked! Copy everything between the START and END areas
of the following text and save as NOTIFY.REG and run it to import

Hi,

The reg file you posted contains much more than what is necessary
to fix missing SensLogn registry key/values.
