I was looking for solutions to this problem and stubmbled across a user who had suggested that the Winlogin/Notify Keys in the REGISTRY may be to blame (Winlogin keys are familiar targets for spyware). As it turns out the Winlogin/notify area in this particular computer had been comprimised which causes a lot of problems PARTICUALRLY with SENS which is critical for Windows Update. So i copied the key from a working machine and it worked!
