I followed the steps provided, and they do reset the firewall setting through
Security center. However, options for changing firewall settings are still
gray, even when Security Center displays that it is on. Also, upon sequential
startups, firewall may/may not be sporadically turned on/off.

I am told that this might be due to Group Policy settings; unfortunately,
after perusing Group Policy help articles, I have been unable to change the
situation. What steps can I take to address this issue?

Hi,

One thing you can check:

Start regedit.exe (from Start/Run).

If you under the registry key
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Win dowsFirewall\DomainProfile\
and/or
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Win dowsFirewall\StandardProfile\
find a registry value named EnableFirewall that is set to 0, set it
to 1 and reboot.

If those registry keys/values does not exist, the system will default
to the same as EnableFirewall set to 1.
