Not possible to tell from this. Notice 2 minute gap in timestamp
between first two extracted records. Perhaps activating a verbose log
would help (though I have had no success so far with that option.)

Only clues from the log is the 0x80041017 error code.
That code seems to be usually a secondary symptom in logs
which record another more significant code.

Note that is actually a reply that I wrote to another user suggesting the same
diagnostic approach. The search and the link in there refers to an MSFT
answer to a similar issue which refers to the same error code. In fact,
it appears now that my search was catching the poster describing symptoms
for a second (possibly unaddressed) problem. Nevertheless I still think
that checking on the services being run (or not run) would be a good idea
for that too.

Another supplementary diagnostic I often resort to is FileMon
(e.g. filtering on SoftwareDistribution;update;CatRoot)
Something like that might give you more insight about what
"Failed to evaluate installed rule" is supposed to mean
but more importantly it would show you what had been downloaded
so you could try identifying and deconstructing whatever package
it might be and get more clues that way.
