Installer 3.1 error 0x80070005

Default Installer 3.1 error 0x80070005

I am attempting to update Windows XP Prof with SP2 via the Windows Update
feature. It indicates that I must install Windows Installer 3.1, downloads
and begins install. Fails at the end with an error code 0x80070005.

http://www.softwarepatch.com/windows/wininstallnt.html

Download it from here - (Save to Disk) then run it direct not via
updates. Should be fine, if not post again.

This error message may occur if you have insufficient permissions to the
Windows
Update registry keys. The WindowsUpdate.log file will also read errors
0x80070005 and 0x80080005.

When trying to access the Windows Update Web site you receive the following
error message: Access Denied. Please check with your System Administrator
(WinXP & Win2000)

I have full permissions to the registry keys and still receive the error.
Have tried every suggestion on the board for over a month. 3.1 will simply
NOT install!
