Why is Microsoft trying to leave me vunerable ???? I have paid I have

Did you attempt to contact MS via the links Carey supplied ?
You could also attempt to diagnose what the issue is here :

There *use* to be a way to download the wgainstall_xxx.exe, but I can no
longer find it.

Perhaps things have changed since August (when Carey replied to OP.)

This seems to be downloading something but not showing the Info bar?
FileMon shows that that it is actually legitcheckcontrol.cab.
I'm only given the options Install or Don't Install once it downloads.

Also that page contains a link labeled [alternate method]
which downloads an .hta file which could be saved it seems.

unable to find LEGITCHECKCONTROL.INF explicitly. (I had thought it
searched both .cab files and .zip files too.)

I suppose one could download the WGAPluginInstall.exe using a
Mozilla-based browser, and then run it. Just d/l'ed that file using
Firefox and saved it instead of running it. Too bad one can't do that
for IE ... I swear it use to be possible ... really

AHA ... now I see the legitcheck.hta when opting for the Alternative
Method. Apparently "something" is preventing some folks from either
running scripts or installing the ActiveX.
Now, to track down the culprit ...

Having problems also with the HTA file- genuinecheck.exe runs fine, windows
updates ok, but for some unknown reason I cannot run the hta. MS support has
been no help, other than to sugest reinstalling IE, which I cant do with out
a windowsCD, - anyway thoroughly disgusted with with the support I been
given- HP has not done any better than microsoft either. never will I buy
anything HP again, nor will I buy any OS preinstalled.
Now, back to the problem- I have done all suggestions found about this
genuine advantage topic, read all the papers, disabled security, allowed all
( low Settings), manually installed the control, blah. blah. nothing works.
IE just will not run the hta- no activex alert box, no popup infobar, no
nuthin. I have admin rights, although the "properties" box of GenuineCheck
data.dat file has no security tab to verify this. XPHome doesn't use group
policy I've been told, however in a previous situation it was group policy
setting that prohibited the activex from working. Any information or
suggestion welcome, with the exception of reinstalling windows again 4 times
in the past 2 weeks is plenty
