NOTE: Incorrectly editing the registry may cause the system to be
unusable. STRONGLY suggest you backup the registry prior to editing any
registy keys :
HOW TO: Backup, Edit, and Restore the Registry in Windows XP and Windows
Server 2003
http://support.microsoft.com/kb/322756/
================================================== ===============================

From the Windows Troubleshooter :

Resolutions
1. Check permissions on the Windows Update registry key
Click Start.
Choose Run.
In the Run box, type REGEDIT.
Click OK. The Registry Editor opens.
*WARNING*
Using Registry Editor incorrectly can cause serious problems that may
require you to reinstall your operating system. Microsoft cannot
guarantee that problems resulting from the incorrect use of Registry
Editor can be solved. Use Registry Editor at your own risk.
Navigate to the following key:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Curr entVersion\WindowsUpdate.
On the menu, click Edit. Click Permissions.
For Administrator and System, select the Allow check boxes next to Full
Control and Read permissions. NOTE: In certain instances, these check
boxes are grayed out. Ensure all accounts have appropriate permissions.
Click Apply.
Click OK.
Close the Registry Editor.
Restart the system.

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Curr entVersion\WindowsUpdate.

On the menu, click Edit. Click Permissions.

Hey MowGreen I have Windows 2000 and permissions is not an option on
the Edit menu. Is there another way to access the registry
permissions?

Thanks

Hey Patti,
I checked out the dcomcnfg.exe settings and the impersonation level is
set to identify.
I also tried to restart all of the Windows updates .dll's:
There was an error message on regsvr32.exe wups.dll & regsvr32.exe
qmgr.dll ---> failed 0x80070005, which is the same error message in the
windows updates event log. Any suggestions?

Thank you,

You could try reinstalling both components again
or you could try identifying the symptom cause,
e.g. using DependencyWalker's Profiler feature.
Typically that shows either that a dependent module is missing
when you try to re-register one or a dependent module needs
to be re-registered first or the modules are in use in which case
you could use tasklist to figure out which service(s) to stop
or simply retry the commands in a safe mode boot. Etc.

Good luck

I have backed up and reviewed the entire thread.

http://www.microsoft.com/communities...7-f042c7df71ff

This gives a good example of why requoting previous details
is usually a good idea. My previous comments were responding
only to the new symptoms you gave about using regsvr32.exe.

Since I have never used your OS I'm not sure
but if it is like NT4 you might have to use regedt32.exe
instead of regedit.exe to change permissions.

Hmm... seems so...

<title>KB826972 - You Receive the "Access Denied" Error Message
When You Install Windows 2000 Server Service Pack 3</title>

(MSKB search for
regedt32, permissions
- Product: Windows 2000
)

Notice that the key being used as an example in the article
is not the same as the subkey that MowGreen wants you to check.
So you should use the smallest part of the procedure of the article
which enables you to find an analog for his procedure with his key.

If you need more help I would try posting in a newsgroup which
specializes in your OS. I'm cross-posting to one now in case
somebody there can help you sooner.

Good luck
