Although there is an SDK for MSXML, MSXML is not an SDK in and of itself.

ahh, it says I must have windows installer 3.1, lol.
It's impossible to install anything on my machine if I force wi 3.1 onto my
machine and I can't get it via updates.

What is "it"? More importantly what XML support is installed and active?


If necessary you could try using the XMLVersionText tool to find out.
It's quite old but it still works.

Here are some articles which suggest that msxml3 rather than msxml4
is expected for use with Windows Update
