Default Windows 2000 Server Hangs on Windows Updates

A Windows 2000 server in application mode with SP4 IE hangs connecting to
Microsoft's Windows update server. Page doesn't refresh and I have to close
IE through Task Manager. Condition started after downloading and installing
a Windows update package. Any ideas how to correct other than reinstalling
Windows?

Server is clean of sypware and viruses.
