Default Windows wont start up on my desktop computer... not even in safe m

I recently renewed the subscription to NAV on my parents desktop computer,
however the installation froze half way through and the computer had to be
restarted... the problem is that windows doesn't start up now. The welcome
screen comes on, and then it looks like my desktop is loading, but all i see
is the background. The task bar and all icons are missing. When i go in task
manager no applications are running.
I've tried starting in safe mode, but windows still doesn't load. I've also
tried starting with safemode using commands trying to get to system restore,
but sysrestore wont start, justbrings up a blank screen. How can I fix
this?????
