Default folder and file persmissions

is there any way to deny the access to copy a file yet still allow the
user to view it and open it? i've looked several times in differant
places on my own and can't find this option.

If he/she can open and view it, they can also copy it and/or delete it.
You can create a DRM for the file (digital rights management) but
that requires a license.
