Task Manager problem

Default Task Manager problem

When I depress control/alt/delete, rather than getting the task manager, I am
only getting the CPU usage graph with NO tabs at the top. It will not
minimize or close if I right click. I have run updates but can no longer get
to my task manager. It also shows huge spikes for some unknown reason.
Sometimes it minimizes at the bottom of the screen but I cannot open or close
it.

Task Manager Menu Bar and Tabs Are Not Visible in Windows XP

This behavior may occur if Task Manager is running in Tiny Footprint mode. If you
double-click the empty space in the border around the tabs, Task Manager switches to
this mode.
To switch Task Manager to its typical display mode, double-click the top border of
the window.

Why does Task Manager, MSCONFIG, or REGEDIT disappear while opening?
