Administrator Access Rights Problem

Default Administrator Access Rights Problem

Not sure if this is the right group to post in. For some time I have had some
access rights problems with Windows XP Home Edition with 2 accounts, one is
the administrator account. I would like to try and fix them without doing a
complete wipe and reinstall
1. I get Error 5 access denied when trying to start the task manager. Both
accounts.
2. When logged in on the administrator account and creating a folder on the
desktop, and then dragging a shortcut from the desktop to the new folder, the
shortcut turns to a generic icon and cannot be edited to fix the path. The
folder and icons can not be deleted. You do not have access rights message
shows up. The folder and icons can only be deleted in safe mode. Works fine
for other user account.
3. Welcome screen account icons do not change even though they are changed
in the user accounts properties in the control panel.
4. Some folders will not delete even though they are empty. This also
happens to some files. They will only delete in safe mode. I haven’t found
any pattern to this. Both accounts.
5. Some files cannot be shared on my wireless network even though the
folders are set to share files and sub folders. Some share just fine. Again I
don’t see a pattern. I have this problem with new and older files and
folders. Users get you do not have access rights errors.
Can someone help?
