I have the property "Display delete confirmation dialog" unchecked but it
still appears when I empty the recycle bin. Why?

may have to be toggled...
Viz:

try checking it...then hit "apply"
and exit

now go to the properties again and uncheck it...
hit apply ...and exit

see if it works now

The checkbox is for deleting TO the Recycle bin, not FROM the Recycle bin.

I just tried it. You are correct. It should be made clearer but there are
more important problems.
