Default not a valid Win32

When I want to start the setup of GTA: San Andreas (or any other game) I get
this message:
E:\setup.exe is not a valid Win32 application!
Does anybody knows what is the solution of this problem?

AMD Athlon 2000XP+
512MB DDR RAM brand
Gigabyte Radeon 9550 128MB/128bit
Windows Xp Professional SP2 all updates
Games are original

DOS-mode programs are not guaranteed to run under NT-based versions of
Windows, especially if the DOS application wants direct hardware access
which the NT kernel will not permit.

Try cleaning the CD or using a scratch remover. See if you can copy the
files from the CD onto the hard drive and run it from there (but a
copy-protected game will still want to read the CD). Maybe you need to
clean the laser lens inside the CD drive.

If none of the other solutions do the trick:

DOSBox, an x86 DOS emulator:
http://dosbox.sourceforge.net/

If those games are DOS games that is... I have no idea and no time to look
at the moment but from the replies and the error message I'd guess that they
are. DOSBox has a slight learning curve, you should be able to pick it up in
about 15 minutes or so, but when you're done learning it well enough to use
it you will find that you'll probably never have issues with compatibility
again for DOS on NT based systems.

You'll also find that DOSBox will solve a lot of memory and sound related
problems for older games. There are several Front-Door programs available
for all you Windows users who've never used the DOS Command Line as well, to
make it easier.
