Can it be used to filter user access to internet, for example so kids can
safely use net or so parents can limit access to certain domains only, etc.

Ideally you would use a third party tool, a Internet Security suite, eg
F-Secure, Norton, McAfee that has Parental Control.
I have used Norton but am currently using F-Secure on the PC my kids have
access to. it seems to block 'adult' sites ok
However a net savvy teen will nearly allways manage to get around any
security, if they have private access to the PC
