The exact same way you "started" them on your old machine.

Set OE on the new machine to download 50 messages at a time, then subscribe
to and go to each newsgroup.
Close OE.
On the old machine open OE and go to Tools | Options | Maintenance | Store
Folder and write down where OE is storing it's data.
Close OE.
Open Windows Explorer.
Set Windows Explorer to show hidden files and folders (Tools | Folder
Options | View).
Copy the files to some transfer medium.
Overwrite the DBX files on the new machine.
Open OE on the new machine.
Uncheck the option to Get 50 headers at a time.

Default BACKUP NEWSGROUPS

how does one backup there OE newsgroups.
I am getting a new computer and i want to transfer everything! i have
downloaded a huge number of messages in all the newsgroups and i want to
save them !!!!

Do you mean you've actually downloaded message BODIES or have you just
downloaded the message HEADERS?
If the bodies, then the only way to save them (AFAIK) is to copy them all to
folders that you have manually created under "local folders" in OE. If it's
just the headers, then don't bother, just re-subscribe on your new machine.

so i just copy the dbx files and then join the newsgroups
