Two Questions:

1. How do you reinstall "System Restore"?

2. If one has deleted all instances of the Icon to open a particular Windows
function how do you recreate it?

Item 2. Locate the function in Explorer, right click on it and then click
"Create Shortcut" or "Send to Desktop". No?

You don't; it can't be uninstalled in the first place. To re-enable
the feature, however, right-click My Computer > Properties > System
Restore, and remove the check mark from the "Turn off System
Restore...." option.

In Windows Explorer, browse to the directory/folder containing the
pertinent executable file, right-click on it, and select "Create
Shortcut." Then copy or move the new shortcut to the desired Desktop or
Start Menu location.
