Default on restart - Taskbar forgets properties

When i restart my computer the task bar reverts back to it’s default
properties. Not auto hiding and such.

any sugestions

Thanks -- i took a couple restarts but after i decided it wasn’t
going to work - POW - I noticed it was working.
