The .vbs file type probably has the EDIT action set as the default, this will cause these files to open in Notepad instead of running.

Open Control Panel / Folder Options / File Types. Scroll down to VBS (VBScript script file) and select it. Click the Advanced button. In the Actions section, select OPEN and click the Set Default Button. This should fix the problem.
