Change comma to a period on mumeric keypad.

I have a Norwegian keyboard and want to change the setting where you get a
period on the num keypad. Its hard to keep changing between Norwegian keyb to
US keyb. I heard roumors that this was possible back in the win95 and win98
systems, but is there a way to do this on XP ?

that was one of the first things I tried out. DOnt help at all.
