Missing icons and menus ... ANNOYING. Help!!

Default Missing icons and menus ... ANNOYING. Help!!

I normally don't post binaries or links to them as images but I have to show
pictures or else I might be misunderstood. This is a very strange and
annoying problem I hope I can fix SOON! But I need your help.

I have absolutely no idea how this happened, but my start menu no longer
displays icons next to any shortcuts or folder items. Then, my Quick Launch
toolbar has all the items there, but no icons and each item appears as a
very tiny button when moving the mouse over them. I also notice I cannot
switch my Folder Views to anything but Large Icons. If I select "List" from
the View menu, I simply still get Large Icons displayed. The menu bars in
Internet Explorer and Windows Explorer are there, but are blank. I can click
in certain places and bring the menus up but I can't see "File" "Edit"
"View" etc ... as if the fonts were "clear".

I have double-checked all settings as far as themes/appearance font size,
colors, etc. I've tried reverting to classic mode. I am not new to computers
whatsoever but this problem has me stumped and it's really annoying. No
viruses, no ad-ware either. This all happened at once. Only thing I've done
today is installed the Microsoft .NET 2.0 SDK and Visual Studio 8. Removing
those didn't help either. I have rebuilt icons in TweakUI. Doesn't help.
Reinstalled vid drivers, rebooted. Nothing.

Help!!

I think it is a problem in Folders Options in Control Panel.
