Default Group Policy editor

I have this problem when trying to start group policy editor please help

my config
winxp sp2 & ie6

snap-in failed to initialize
Name: Group Policy
CLSID:{8FCOB734-A0EI-11D1-A7D3-0000F87571E3}

Dear Ramesh,
This is the error i get when i tried to run as you said.

LoadLibrary("gpedit") failed - The specified module could not be found.

SVC,

That error message explains the cause. You need to extract a copy of the
file from Windows XP CD. Or, try running SFC /Scannow (from Start, Run).
Insert your Windows XP CD into the drive.

No. Actually i dont know i did not get any error when i ran SFC /Scannow
and more over how do i extract this file.
