Default Local Computer Policy

Greetings,

I am working on one computer trying to set the Local Computer Policy. What I
am trying to do is configure the settings for User Configuration,
Administrative Templates, Start Menu and Taskbar. But when I enable some
settings it enables them for all accounts, I want the settings to take place
in a per user basis. Otherwards if I enable the "Remove Run menu from Start
Menu" I only want it to effect for User1 not any other account for the
computer. Is this possible? Any help would be greatly appreciated.
