Default taskbar contents moving around on their own

1) the Language toolbar disappears when I set focus to a Terminal Services
window - and reappears but all the way on the right next to the clock/systray
when I leave that window rather than where I last left it. locking/unlocking
taskbar doesn't help. anything I can do?

2) I use a laptop, and have a secondary monitor set up (so have two desktops
to work with). Also have Quicklaunch and another folder similarly configured
in the taskbar. However, if I boot the machine up without the second monitor
attached (so it gets disabled by XP) the second folder disappears, and
Quicklaunch moves all the way to the left, next to the Start button. can't
seem to beat this one either. sugestions? (in this case I believe the removal
of the monitor which existed in the last session rather than just its absence
causes this)


config:
IBM ThinkPad, WinXP SP2, "classic" view set on everything, all hardware
parameters greatly exceed windows requirements
lock: tried both ways, doesn't help
autohide: off
keep taskbar on top: on
group similar icons: off
show quicklaunch: on
show clock: on
hide inactive icons: off

taskbar is double-height, ordered as follows: ( | are the "::::" separators)

Start | active | Language | Quicklaunch | another folder |
systray
button | apps | selector | (no labels/text) | (no labels/text) | and
clock

if the second monitor is attached when I boot, everything's fine. if it's
not, the taskbar turns into this and I have to re-organize it again
(considering several reboots a day under various conditions, this is annoying)

Start | Quicklaunch | active | Language | systray
button | (no labels/text) | apps | selector | and clock


any help would be appreciated

built-in LCD (primary monitor) at 1024x768x32bit, and external monitor with
"Extend my Windows desktop onto this monitor" at 1280x1024x32 bit, placed to
the left and below the primary (so top right corner of LCD is adjacent to top
left corner of secondary monitor)


a slightly less wrapped version of the original taskbar, too:

Start |active| Language| Quicklaunch | another | systray
button| apps | selector | (no text) | folder | and clock
