Background wont change

When I try to change my background it won't. I can onlny change it to a solid
color. If I go on other user accounts on my computer i can change it on
theirs. What is wrong with this and how do i change it?

I got the same problem, since mid december. It worked before that. Virus?
have now installed panda but it doesent fix it. I think the problem started
after i installed freeware Wincleaner and BugDocPro, neigther worked but gave
me new problems. My old desktoppicure disapered and was replased by a one
coulor scren with message about spyware attack. The programs are erased
now,and so is the warning desktop theme,I erased that picture frompossible
choises among desktoppictures but cant get any other ting than singel color
now.. In the kontrolpanel,desktop theme it says in swedish changed theme, but
when i change back to standard windows theme, it emediatly changes back to
changed theme. The other useracounts that work has all windows theme on
desktop aperense.
When i do coputer check i get many infos that service DgiVecp kan be
started, and can not be found, maybe its related?
A final twist, when i close the computer i can se my old desktop picture
fora few seconds When ordinare singelcolor desktop shuts down.
