Every time i shut down a notification comes up saying svchost.exe has
performed and ilegal action and needs to close, after about 2 seconds it goes
away. What is wrong?

this is a service that acts as a host for other programs
it is impossible to say what is causing the problem if you do not
provide more details
take a look in the event viewer to see if there is anything there to
give you a hint as where to look

another way is to use another process explorer like the one you can
find at sysinternals
this can list the programs inside the svchost process

grtz

Go through this shutdown troubleshooter:
http://www.aumha.org/win5/a/shtdwnxp.htm

And of course, make sure your computer is virus/malware-free:
