My suggestions (no guarantees):

1. Terminate the offending process.
2. Start > Run > Msconfig, and check if there is any reference to the
offending process. If there is, UNCHECK the entry. I'd also check the
appropriate Registry entries to remove any automatic initiation of the
process.
3. Disconnect and uninstall your Belkin device
4. Reboot
5. Use Task Manager to confirm that the service is not running. If it
is, you really do need to locate and remove the Registry entries.
6. Reinstall the device, making sure that you follow instructions. I
believe this is one device whose driver needs to be loaded to Windows
BEFORE the device is connected.
7. Reboot, if the installation instructions require you to do so.
8. Start the Belkin utility. Somewhere you have the option to use this
(the Belkin) utility or Windows Zero Configuration service (or whatever
it's called). DO NOT select the Zero Config. option - let Belkin do it.
Why? Because it works for me:-)
9. See if everything works as it should.
