Default Turning System On

I just upgraded from Win98 to WinXPSP2 and whereas before, I could power my
system on by the switch on my UPS (all components are plugged in there), I
now cannot do this. The monitor goes into standby and the CPU lights flash
but it does not power on. I have to instead manually push the power button
on the CPU.

I have checked all the settings in control panel and even BIOS to find out
what I can do to have this work the way it did before but have not had any
luck. I want everything to come on when I turn the switch on.

Interestingly, when I shut the system down, everything powers off and then I
turn the switch off on the UPS.

Anyone have any ideas?
