Oh also did as you suggested

1.Close all programs....(etc)

and got

c:\Documents and Settings\All Users\Desktop>del "C:\Documents and
Settings\All U
sers\Desktop\DCN.rar"
C:\Documents and Settings\All Users\Desktop\DCN.rar
The process cannot access the file because it is being used by another
process.

at the cmd window

There is no need to boot in safe mode, if I reboot regularly I can
delete the file

A few OTHER THINGS, Ran my anti virus spyware and it found nothing .
I also shut it down but the file reamined locked

Finally I did find a partial solution I downloaded UNLOCKER and when I
try to unlock a file it says "No Locking Handle Found" what should I
do. I push delete and it deletes it. HOWEVER THIS IS NOT NORMAL
WINDOWS BEHAVIOR AND I WOULD LIKE TO CORRECT IT
