Default Binary Behaviour in Custom level

Just discovered that in my IO/Security/custom level, besides all the active X
controls, I now have 'Binary Behaviuor'- choice of 'Disable/Enable' . How did
this get into my pc as I check with my friends pc, he doe not have this,
Please advise.
