I have a previously downloaded game ( Command and Conquer ) I cannot
completely delete it using the Add Remove from the control panel and when I
try to download the game It will begin but on the install screen I click
"install" an error that ends in .exe shows up and the report a problem prompt
shows up. What do I need to do?

What does "cannot complete delete it" mean? What happens? If you get
error messages, quote the text. Otherwise, contact the game mftr.'s
tech support for help with their product.
