Default startup problem

I am getting an error message when I boot up and when I send it to microsoft
it constantly reappears. The computer appears to be constantly trying to load
a startup program. Whenever I move the cursor arrow over any part of the
taskbar it changes to the loading sign. I cannot access the "run" menu to
access startup programs to try and address this. Is there a way to the "run"
menu other than the start menu on the taskbar. my system is Windows XP.
Thanking you.

If you are using a stand alone computer...

Pressing the Windows key + the R key will open Run.

Run Missing From Start Menu

With the XP Start Menu...
Right click the Start button | Properties |
Start Menu tab | Customize button |
Advanced tab | Scroll down and check:
Run command | OK | Apply | OK

With the Classic Start Menu...
Right click the Start button | Properties |
Start Menu tab | Customize button |
Check: Display Run | OK | Apply | OK

Also.

Open the Task Manager...
Ctrl + Alt + Delete
or
Ctrl + Shift + Esc
or
Right click the Taskbar | Task Manager

Click on File | New Task (Run...)

New Task is identical to the Run command on the Start menu.

Dillon, you could try going to C:\Windows\PCHealth\HelpCtr\Binaries
double click on msconfig.exe.
