how do you reassiging order(controller number) usb controllers

I have two usb controllers ( a CH joystick and a CH pro throttle)
the CH throttle is listed as the first controller.
(both work as expected when playing MS-combat flight sim)

I want the games to use the CH Joystick when the games only support one
controller, currently these games want to use the CH throttle.
what do I need to do to change the order?
(I can do reg hacks if need be)
