usb controllers - how to chg order/listing

I have two usb controllers ( a CH joystick and a CH pro throttle)
the CH throttle is listed as the first controller.
both work as expected when playing MS-combat flight sim but not other games,
currently these games (BF 1942 and BFV,etc..) want to use the CH throttle,
which is list first the the controller list.

What i need is to change the order of the controllers so that other games
will use the CH Joystick when the games only support one controller,

what do I need to do to change the order?
(I can do reg hacks if this is the only option and I knew what to change)
