Windows XP won't shutdown

Default Windows XP won't shutdown

When I press shutdown, the computer just sits there. I have to physically
turn it off. The day before this started, my DSL provider upgraded the
firmware on a Netopia external modem. Could this have anything to do with
the problem? Thanks in advance.
